14-Hour Worker SST Training Package – NYC
Online SST Training for Workers With Older OSHA 30 Cards or Expired SST Cards No Longer Eligible for Renewal
14-Hour NYC Worker SST Training – Get Your New SST Card
Do you have an OSHA 30 Construction card that is more than five years old? Or has your NYC Worker SST Card expired and become ineligible for renewal?
PDH STAR’s 14-Hour Worker SST Training Package is designed for eligible construction workers who need to update their training and obtain a new NYC Department of Buildings (DOB) Worker Site Safety Training (SST) Card.
Rather than repeating the entire OSHA 30 Construction course, eligible workers can use their previously completed OSHA training together with DOB-recognized refresher courses.
This package combines 8-Hour Fall Prevention, 2-Hour Mental Health Awareness, and 4-Hour Supported Scaffold User and Refresher, providing the additional training needed under the applicable NYC DOB pathway.
The training is 100% online and self-paced, and your initial official NYC Worker SST Card is included at no additional card-processing charge, subject to eligibility and documentation verification.
Why Choose PDH STAR?
- NYC DOB Approved Course Provider – CP074
- 100% online, self-paced training
- Three DOB-approved courses totaling 14 hours
- OSHA refresher pathway for eligible holders of older OSHA 30 Construction cards
- Initial official NYC Worker SST Card included
- Card mailed within 24 hours after training completion and approval of all required documentation
- Course completion certificates provided
Who Needs the 14-Hour Worker SST Training Package?
This package is specifically designed for two groups of NYC construction workers.
1. Workers With OSHA 30 Construction Cards Older Than 5 Years
NYC DOB normally requires OSHA 30 Construction training used toward a new SST Card to have been completed within the previous five years.
However, NYC DOB recognizes certain refresher courses that allow eligible workers to use their older OSHA 30 Construction training without repeating the entire 30-hour course.
The DOB-recognized OSHA refresher pathway includes:
- 4-Hour Fall Prevention
- 4-Hour Supported Scaffold User and Refresher
Under NYC DOB’s course-equivalency rules, 8-Hour Fall Prevention provides credit for 4-Hour Fall Prevention.
PDH STAR’s 14-Hour Worker SST Package therefore combines the applicable refresher training with the prescribed courses needed toward a new Worker SST Card.
You may qualify for this package if:
- You previously completed OSHA 30 Construction training.
- Your OSHA 30 Construction training is more than five years old.
- You can provide your original OSHA 30 card for verification.
- You need to obtain a new NYC Worker SST Card.
- You satisfy the applicable NYC DOB eligibility and training requirements.
Important: This package does not replace, renew, or reissue your federal OSHA 30 card. It provides DOB-recognized training credit toward SST eligibility.
2. Workers With Expired SST Cards That Cannot Be Renewed
If your previous NYC Worker SST Card has expired, you may need to apply for a new card rather than complete the standard 8-Hour Worker SST Renewal Package.
Under NYC Local Law 10 of 2026:
- SST cards that expired before May 3, 2026: These cards are not eligible for the new one-year renewal grace period. Workers must apply for a new SST Card.
- SST cards expiring on or after May 3, 2026: Workers have up to one year after expiration to complete the required renewal training and renew their cards.
- SST cards more than one year past expiration: Workers who have exceeded the applicable grace period must apply for a new SST Card.
An expired SST Card cannot be used to work on a covered NYC construction site until the card has been renewed or replaced with a valid new card.
If you previously completed OSHA 30 Construction and your Worker SST Card is no longer eligible for renewal, this 14-hour package may provide the appropriate training route for obtaining a new card, subject to verification of your previous training.
If your SST Card is still eligible for renewal, you may need only our shorter and less expensive renewal package.

Effective August 1, 2026, NYC DOB replaced the former 2-Hour Drug and Alcohol Awareness course with the updated 2-Hour Mental Health Awareness course for new SST training.

Frequently Asked Questions About 14-Hour Worker SST Training
1. Can I use an OSHA 30 Construction card that is more than five years old to get a new SST Card?
Yes, if you satisfy the applicable NYC DOB refresher pathway.
NYC DOB permits eligible workers with OSHA 30 Construction training older than five years to complete recognized refresher courses instead of retaking the entire OSHA 30 course.
The 14-Hour Worker SST Package combines the relevant prescribed and refresher courses toward obtaining a new Worker SST Card.
Your previous OSHA training must be verified before card issuance.
2. Do I have to repeat OSHA 30 if my OSHA card is more than five years old?
Not necessarily.
Although federal OSHA Outreach cards do not have a general federal expiration date, NYC DOB applies a five-year lookback when determining whether OSHA training can be used toward a new SST Card.
DOB recognizes a refresher pathway for eligible holders of older OSHA 30 Construction training.
This can allow you to obtain a new SST Card without completing another 30-Hour OSHA Construction course.
3. Why does the package include 8-Hour Fall Prevention instead of 4-Hour Fall Prevention?
NYC DOB recognizes 8-Hour Fall Prevention as equivalent to 4-Hour Fall Prevention for SST training credit.
The longer course satisfies the prescribed 8-Hour Fall Prevention requirement for the standard new Worker SST pathway while also providing the applicable 4-Hour Fall Prevention refresher credit.
This eliminates the need to take both courses separately.
You can review the NYC DOB-Approved SST Course Equivalencies.
4. My Worker SST Card expired. Do I need the 8-Hour Renewal or this 14-Hour Package?
It depends on when your SST Card expired and whether you remain eligible for renewal.
If your Worker SST Card expired on or after May 3, 2026, and you are still within the applicable one-year grace period, you may qualify for the standard 8-Hour Worker SST Renewal.
If your card expired before May 3, 2026, or the applicable renewal grace period has passed, you must apply for a new SST Card.
The 14-Hour Package is intended for eligible applicants who have previous OSHA 30 Construction training and qualify for the DOB-recognized refresher pathway.

5. Is an expired SST Card valid during the one-year grace period?
No.
An expired SST Card cannot be used to work on a NYC construction site requiring Site Safety Training, even if you are eligible to renew the card during the grace period.
You must complete the required training and have your renewed or new SST Card issued before using it on a covered jobsite.
6. Is the 14-Hour SST Training Package available online?
Yes.
The package is delivered online through PDH STAR. Students can complete the included courses at their own pace, subject to required participation, identity verification and course assessments.
A compatible internet-enabled device with a camera is required for the online training verification procedures.
7. Does the 14-Hour Package include my official SST Card?
Yes.
The initial official NYC Worker SST Card is included for eligible applicants who complete the training and submit all required documentation.
There is no separate initial SST Card processing charge for an eligible package purchaser.
8. Does the online scaffold course provide a Scaffold Card?
No.
The 4-Hour Supported Scaffold User and Refresher course included in this package is the SST-only version.
It provides SST training credit but does not issue the separate supported scaffold credential required for certain scaffold work.
If you need a separate Scaffold Card, you must complete the appropriate scaffold-card course.
9. How long will my new SST Card be valid?
A new NYC Worker SST Card is generally valid for five years from its issuance date.
Before it expires, you must complete the applicable Worker SST refresher training and renew the card.

10. What if I don’t have an OSHA 30 Construction card?

If you need OSHA 30 Construction and the additional SST courses, the appropriate option may be PDH STAR’s complete 40-Hour Worker SST Training Package.

11. What if my OSHA 30 Construction training is less than five years old?
If your OSHA 30 Construction training was completed within the preceding five years and otherwise qualifies toward a new Worker SST Card, you generally need only the additional 10 SST hours.
PDH STAR offers a 10-Hour Worker SST Package combining 8-Hour Fall Prevention and 2-Hour Mental Health Awareness.
This package includes the initial official Worker SST Card for eligible applicants.

12. Can I use OSHA 30 General Industry instead of OSHA 30 Construction?
No.
OSHA 30 General Industry is not accepted as a substitute for OSHA 30 Construction under the standard NYC Worker SST training pathway.
You must have qualifying Construction training or another DOB-recognized alternative.
13. How quickly will I receive my new SST Card?
PDH STAR mails your SST Card within 24 hours after successful completion of all required training and final approval of your complete supporting documentation.
Mailing time is separate from postal delivery time.
Your card is sent to the mailing address provided in your SST Card application.
