New York City requires every registered Site Safety Training course provider to certify a Language Access Plan describing how it provides meaningful access to training for students with Limited English Proficiency or limited English vocabulary. This plan sets out how PDH STAR does that, under 1 RCNY § 105-03(i)(2) and Item 2.1 of the definition of “Site Safety Training (SST) Provider” in Section 202 of the New York City Building Code.
Provider information
MZI Consulting LLC dba PDH STAR
NYC DOB Course Provider ID: CP074
Effective date: August 2026
Languages we offer
PDH STAR delivers DOB-approved Site Safety Training in English, Spanish and Russian.
Availability varies by course. The language of instruction is stated on each course page before you enroll, so you can confirm the language before you buy.
How we tell students about training in other languages
We publish the language of instruction on every SST course page on this website. Our staff also provide this information by telephone and in person when students contact us about a course.
Course information available in other languages
Course registration information for our Spanish and Russian courses is provided in those languages on the relevant course pages. Course schedules and attendance policies are delivered in the language of the course offered, when available.
Cost information available in other languages
Course pricing for our Spanish and Russian courses is published on this website in those languages, including the cost of training packages and bundles. The cost of the SST card, whether it is included in the course price, and the cost of a replacement card are also disclosed.
How we verify instructor fluency
All PDH STAR instructors delivering training in a language other than English are fluent speakers of that language. Before an instructor is approved to teach in a language, PDH STAR confirms fluency through the instructor’s language background and an interview conducted in that language, including their command of construction safety terminology.
Accommodations for students with limited English vocabulary
Site Safety Training covers hazards, regulatory requirements, safe work practices and emergency procedures that you need to understand in order to apply on a job site. Even in a language you speak, some construction safety terminology may be unfamiliar.
If you are enrolled in a PDH STAR course and have limited vocabulary in the language of instruction:
- You can pause, replay and repeat course narration and modules as many times as you need.
- Self-paced online courses have no time limit for completion beyond applicable DOB requirements.
- You can use the retake attempts permitted under DOB course requirements.
- In classroom and live virtual sessions, instructors clarify and rephrase terminology on request.
- Our support staff explain enrollment, course navigation, identity verification and SST card requirements in plain language in English, Spanish or Russian, over the telephone (when available), or over email and text.
Where we offer classroom or live virtual training in Spanish or Russian, that training is delivered by an instructor fluent in the language.
These accommodations support your understanding of the course. They do not change DOB-approved course content, and they are not a substitute for taking the course in a language you understand.
Interpretation and translation services
PDH STAR does not offer interpretation or translation services for Site Safety Training. We deliver training only in languages in which we offer an approved course.
We also do not permit course content to be informally translated during training — by a family member, friend, coworker, employer or supervisor — as a substitute for taking the course in a language you understand. This protects the integrity of DOB-approved course content and the reliability of assessments.
If you need training in another language
If you need Site Safety Training in a language other than English, Spanish or Russian, PDH STAR cannot deliver that training, and we will refer you to the Department of Buildings so you can find a provider who can.
- Tell us which SST course or training package you need.
- We will confirm whether PDH STAR offers that course in English, Spanish or Russian.
- If we do, we will direct you to it.
- If we do not, we will refer you to the Department’s list of approved course providers at https://www.nyc.gov/site/buildings/safety/dob-approved-course-provider-list.page to find a registered provider offering the training in your language.
- If you cannot find a suitable provider, or you need a language no registered provider appears to offer, contact the NYC Department of Buildings Course Provider Program for further assistance.
You need to confirm course language and availability directly with the provider you choose.
How we train our staff on this plan
This plan is maintained as written policy, and the referral steps above are maintained as written procedure. Enrollment and support staff are trained on the plan during onboarding and receive ongoing coaching on identifying language needs, explaining available course languages and following the referral process. Staff are re-briefed whenever this plan is updated.
How we monitor and update this plan
PDH STAR reviews student course evaluations for feedback on language clarity, and reviews this plan at least every three years — and sooner when courses in another language are added or discontinued, or when DOB or City requirements change.
