SST training for workers is mandatory in New York City. Local Law 196 of 2017, requires that construction and demolition workers on job sites with a Construction Superintendent, Site Safety Coordinator, or Site Safety Manager must have 40 hours of safety training.

Who needs 40 hours of Site Safety Training?

Local Law 196 requires construction and demolition workers at any construction site with a Site Safety Plan to have the 40 hours of Site Safety Training and must present the Site Safety or Worker SST card for verification. All workers on construction sites with a designated Construction Superintendent, Site Safety Coordinator or Site Safety Manager must comply with this Local Law 196 requirement.

To find out if your construction site requires an SST card you can check the DOB Site Safety Construction map. You must have an SST card to work at any of the listed construction sites.

How can I get the Site Safety Worker SST Card?

Construction workers can earn their SST card in several ways. The list of required courses will vary depending on your training history and when you started work in the NYC construction industry.

If you were employed in the NYC construction industry before December 1, 2019, the DOB considers you a current worker. Workers who started after that date are called new entrants.

Site Safety Training Course List for Current Workers

Current workers have two options for getting their SST card. If you already have an OSHA 30 card, you must complete 10 additional hours of DOB-approved Site Safety Training. A separate course curriculum is available to workers who have an OSHA 10 card.

Option 1 for OSHA 30 Card Holders:

  • 30-Hour OSHA
  • 8-Hour Fall Prevention
  • 2-Hour Drug and Alcohol Awareness

Option 2 for OSHA 10 Card Holders:

  • 10-Hour OSHA
  • 8-Hour Fall Prevention
  • 8-Hour Site Safety Manager Refresher/Chapter 33
  • 4-Hour Supported Scaffold User and Refresher

Site Safety Training Course List for New Entrants

New entrants include any workers who joined the NYC construction industry after December 1, 2019. These workers must complete the OSHA 10-Hour course before they start the job. And within six months of starting work, they need to complete an additional 30 hours of Site Safety Training courses to get an SST card.

New entrants can earn their SST card with the following courses:

  • 10-Hour OSHA Outreach Training for Construction
  • 8-Hour Fall Prevention
  • 8-Hour Site Safety Manager Refresher/Chapter 33
  • 4-Hour Supported Scaffold User and Refresher
  • 2-Hour Drug and Alcohol Awareness
  • 4 hours of General Electives
  • 4 hours of Special Electives

What is included in the 10-Hour SST package?

If you already have an OSHA 30 card you must complete the additional 10 hours of SST training to be eligible to receive the Site Safety Worker SST card. The 10-Hour SST Worker Package consists of the following courses:

  • 8-Hour Fall Prevention
  • 2-Hour Drug and Alcohol Awareness

When you purchase the 10-Hour SST Worker Package your SST card will be issued free of charge, provided you meet all of the necessary criteria and provide supporting documents.

What is included in the 40-Hour SST package?

If you don’t have an OSHA 30 card you must complete the full 40 hours of site safety training to be eligible to receive the Site Safety Worker SST card. The 40-Hour SST Worker Package consists of the following courses:

  • OSHA 30 (Actively Proctored) course
  • 8-Hour Fall Prevention
  • 2-Hour Drug and Alcohol Awareness

When you purchase the 40-Hour SST Worker Package your SST card will be issued free of charge, provided you meet all of the necessary criteria and provide supporting documents.

Who is exempt from SST training?

Delivery persons, flag persons, design professionals (professional engineers/registered architects), Department-licensees and Department-registrants (excluding safety professionals) are not required to complete SST training.

If you fall into one of these categories but serve as a Site Safety Manager, Site Safety Coordinator, Concrete Safety Manager, Construction Superintendent or competent person, you are still required to receive training. While licensees themselves do not need to be trained, employees working under their direct and continuing supervision do need to be trained.

I have OSHA 30 card. Can I take the OSHA 10 and receive the SST card?

No. You must complete New York City Department of Building required Site Safety Training SST courses. If you have the OSHA 30 card you must take the 10-Hour SST package. If you have the OSHA 10 card you can take additional 30 hours of Site Safety Training to meet the NYC DOB training requirements.

I have completed other DOB approved training in the past. Can I get a credit for some of the SST courses?

Yes. Certain DOB approved courses would allow you to receive credit for some of the SST training. To learn what credit you can receive, you can review the DOB course equivalency table. For example, if you have took the 8-Hour Special Rigger Renewal course, you will receive credit for all of these SST

How can I apply for my SST card?

OSHA Card


In order for us to verify your OSHA 10 or  OSHA 30 training, you need to send us a front and back copy of your OSHA card, Please include this with your application

Training Verification


PDH STAR needs to verify your training taken through other training providers. For additional details regarding the training, including online training, verification, please click here. Individuals presenting Certificates of Completions or other documentation as proof of their online training are required to sign a document attesting to having completed the training on their own and according to the law. For a copy of the document please click here (to be filled in and submitted at time of SST Card applications).

ID and Proof of Address


For us to be able to issue the SST card, the DOB requires us to verify identity via a government issued ID and a proof of address. For eligible types of documents please click here. Please submit a copy of your documents with your application. In general, a New York State issued driving license or ID document would typically satisfy these requirements. If you have an out of state driving license you would also need to submit another document as proof of your address, such as utility bill etc. dated in the last 60 days.

Photo


You need to submit a clear, passport like photo taken against a light background, with no headwear, shadows, etc. Typically, a simple portrait photo taken against the wall would be acceptable. For detailed DOB photo requirements please click here.

Ordering Your Card


If you have signed up for one of the SST packages (10/22/32/40/62 Hours), your first SST card (Temporary or Permanent) is included in the price of the package. If you have done only partial training with PDH STAR, or have purchased the courses individually, you need to order your SST card by clicking on the relevant link below. The processing fee for the SST card is:

Supervisor SST Card                             $75

Site Safety (Worker) SST Card           $50

Processing time varies, depending on which provider you have taken your training with, so please allow sufficient time for your training to be verified and the SST card to be issued. Please make sure your application is completed in full with legible block letters – incomplete and / or illegible forms may delay your SST card issuance.

If your SST card is not received due to an incomplete or inaccurate address provided, theft, or any other circumstances outside of PDH STAR’s control, the SST card applicant shall pay an additional $50 reprint and processing fee.
